When they were runing fly the paper airplanes on a white background, something glitched in the analogue CRT TV (probably due to the heavy video signal) and it was recorded on VHS with the glitch. Unfortunately, I don't save that VHS tape to this day...

I think this resolution is deliberate – it's half the resolution for SECAM; the full resolution for SECAM (and PAL) would be 720x576 (576 visible vertical lines and 720 horizontal TV lines). I think Oleg Kuvaev was instructed by NTV channel to produce cartoons at this resolution, since older episodes (the so-called "First life") were created at 320x240 (half the resolution for NTSC). The reason for not using 720x576 right away is to avoid the interlacing "chopping" when shown on interlaced TVs.
