There's no winning. It just loops forever adding more and more dudes.

Not true.
If you pick the right directions to go you eventually come to an opening with more ammo. (you
will meet exactly the same number of dudes as you have shots before reaching this screen, then
without any left over bullets you have to race to the reload before two dudes come for you.)
Eventually you memorize that path to go to each pack of ammo until you reach the river at which
point I don't know what to do.
