Change System Regional Settings to Japanese [Control Panel->Regional and Language Options->A
dvanced->Japanese]
Restart computer.

A few things to check.
No strange characters in the file name. Unless it is in all japanese, the files won't work. If
you see squares or unicode, then you aren't in the right regional settings.
Second, try not to bury the directory too far. Tends to be not run on certain systems if you do.
Use 7-zip to unzip it. It's pretty much the best way to do it.
There should be no spaces in the name on some systems. If there are spaces in directory names,
place an underscore as it's replacement.

I got it to run, but I can't figure out the controls. Had to install eastern language support and
re-extract the file.
