See, copyright law I think is the lifetime of the artist plus something like 80 years... Nobody can legally make any copies of their work, even with the intent to preserve it, until copyright law runs out. 80 years is much longer than the expected lifespan of the film media onto which most of those movies are recorded. In the national film library there are tons of movies selected for preservation for whatever value they had to the people of their era simply turning to dust because nobody's allowed to copy them. Some companies will renew their copyright as a protective measure, just because that's what companies do, then promptly take no steps to preserve what they've taken ownership of for another 80 years.
