I would like the ability to assign where I put my extra dice instead of the computer deciding for
me. Or is there a pattern that I haven't noticed?

no pattern, but you can force distribution of dice if a region is maxed out.

you also "bank" dice when all your regions are maxed out.

Yep, me too, love this game.
The AI is kind of stupid, though. Once you figure out how it all works, you can usually win just
by playing cautiously and conservatively.
Also, there is no way in hell that the probabilities in this game are like real dice. It's common
for players to win or lose every attack in a turn, with 8 dice on both sides every time.

I've always considered that a gameplay mechanic. It would be even easier if you got to choose
where to put your dice, but this way you're encouraged to keep all your lands in one place,
because any lands that aren't connected are just a dice drain.
You can use that against an enemy, too. Split them up, then don't conquer their isolated lands
right away.
