Try drawing a box with a single space between it for the cat to escape.
If the cat is close enough to escape, close off the box. Cat has wasted turns.
There's the trick.
don't try to box it in, instead, create a net of "potential" walls.

Place dots toward the middle of open spaces in the direction the cat is heading.
If it was a square he/she WAS going to step on it'll change direction. Funnel it to one open dot
if you can.
If you see it heading to one open dot and it is 2 dots or more away fill in another sides dots
until it is adjacent to the opening. Then close it, you'll make it waste 1-2 turns playing catch
up.
It's better to place dots further away from the cat. Placing them right next to the cat only
works if you have less than one open dot on any side that leads to a change in direction.
I don't know how to make that more clear.

Exactly what this anon said. Your first click is semi-irrelevant. Make it at any given wall that
you want. Then start making potential traps for the cat in the direction it's going but don't
seal any of them off. Leave at least a one space gap between your holes. The second it gets to
those gaps, close them. While the cat is heading toward them, make more.

I remember this, the strategy is to let it think it has an escape in a corner or somewhere and
you leave it a single open tile to head for, then when it's just about to escape you fill the gap
and then it can't catch up to the border you've already been filling in
