  lived in north east Florida). Really not much different in terms of law or the people, even
  culture wise. I've driven through most of the contiguous states and most of them are alike.

  Say an inmate sits down, but in doing so, obstructs facility programs or potentially compromises
  safety. Force can and will be used, up to and including pepper spray.

  But there will be an investigation, because the guy was sitting down, and spraying a person
  sitting on the ground sounds pretty bad at face value.

  But when the details of the situation become clear, the officer may not be prosecuted. Depends on
  how good the reasoning was. I've sprayed an inmate who managed to send several staff to the
  infirmary/emergency room while in handcuffs. I was put under investigation for spraying an inmate
  who was in handcuffs.

  But as someone has sprayed and been sprayed several times, I consider it much safer than physical
  force. I've seen pulled muscles, broken bones, and worse when trying to use physical force to
  move/restrain someone. Never have that with pepper spray.
