Found this when I did a search on this, and it actually gives the best interpetation of the
speech. Not as epic mind you, but still meaningful. Sort of...

Words can have different meaning depending on their context. Defining the words based on their
given context, the phrase "...bursting decadence..." is referring to the sudden urge (bursting)
for self indulgence (decadence).
The next phrase "...withheld permissions..." in this context would mean resisting the temptation
to indulge ourselves with unhealthy food (self moderation).
So going over the first sentence we have this "...cosmic dance..." referring to the struggle of
self indulgence and self moderation that is a common struggle shared by all of us ("...twist all
our arms collectively").

Moving on to the next part, we have "...if sweetness can win - and it can..." This is referring
to a scenario in which you do give into temptation and indulge yourself.
The last part is my favorite, because it is so subtle (which is why the series is so great):
"...then I'll still be here tomorrow, to high five you, yesterday..." Again, context is
important! Prior to the speech, he offered his tart for consumption (the part making up his
head). If the crazy Tart Toter were to be consumed by you, he would certainly be with you
tomorrow ;-) (I don't think I have to spell that out for you).
After passing through the Tart Toter, the part "...to high five you, yesterday" may refer to your
stool reminding you of the Tart Toter. He gives you a high five because he is getting what he
wants (death by consumption).

Note the scene change during this last part of the speech (you can find it on Youtube under "The
Tart Toters Speech"). He is floating through space, with all the junk food flying by him, as well
as Lumpy Space Princess, one random object, and in the far distance some brown blob (perhaps
chocolate... or feces). This maybe symbolic of the travel through the digestive system. Lumpy
Space Princess presence in the scene might serve the purpose of drawing your attention to the
doughnut she grabs onto. It maybe a stretch, but the doughnut could be symbolic of the exit hole
of the digestive system. What other junk food could better represent that?
