I for one will always vote for a welfare system, because while I am a taxpayer I like the idea that the lower class that works at my business has a safety-net in case they loose their jobs so they and their children don't have to go hungry. You have to interact regularly with people who pay taxes which support the stuff you use, and vice versa. There are certainly nations that approximate what this guy's opining for, in Latin America and India where money can buy you virtually anything, it can be spent exactly as the wealthy please.
