This isn't a vector flash, but a bunch of rasterized images and static texts.
While it is compiled at runtime, flash operates in frames, just like regular videos, and you can
go to these frames as programmed.
Sometimes you can get external software like swfchan's embedded player or a SWF Decompiler to
jump to frames.
Do note that swfchan's embedded player's seekbar often doesn't really work.

Yes in fact, there is.
I don't know how to do it in AS2, but you can control movieclips VERY well in AS3. You can even
add postprocessing effects to them.

You were saying Flash doesn't work that way, not that flash players don't work that way.
Either way, even if individual movieclips are modified in the timeline, their state should be
saved in the frames, and an ordinary flash player with a seekbar should work.
The only obvious exception is if the flash's main timeline only has one frame. In this case it's
either a large sprite acting as the main timeline or there is programming involved (i.e. game)

If you load a .swf file into Media Player Classic, you can play and jump to frames in the main
scene's timeline. But it doesn't run the ActionScript or navigate to frames inside movie clips.
