i would assume it's so that the block is clear for the next sand block to be "pumped into" place.
see, if you let the sand fall naturally, it will occupy the space for a part of a second, but if
you push it with a piston, it moves the instant the piston is activated. also, when the power is
shut off from the piston, the piston clears the block it extends into instantly.
if they didn't do it that way, it would either have to run considerably slower, or it would jam.
