Sonic Unleashed, released around 2008. This is the PS360 version, the WiiS2 version is crappier.

Unleashed's ranking system is based on three things; number of rings collected, number of enemies
destroyed and time you completed it in. So even if you have an insanely fast time, if you didn't
collect lots of rings or defeat lots of enemies, your rank won't really get that high.
That's why a lot of these speed runners never really get high ranks.
