The moment the Andrew Bannan began reaching into the vehicle, Officer Dinkheller was fully within
his rights to open fire on him.
It's my opinion that the officer was afraid to use lethal force, however, because his department
was recently sued over excessive force.
Sad situation, and I feel very bad for Dinkheller's family. Kudos to law enforcement for doing
their job and accepting the risks involved.

As I said, Officer Dinkheller did NOT want to shoot the person (even though he was WELL within
his rights to do so), because of recent lawsuits against his department. However, he did fire the
first shot (and missed), but then managed to hit the suspect in the stomach. Being that his
sidearm had a small magazine capacity, he was forced to reload after missing the rest of his
shots. Bannan used this time to run up to the reloading officer and shoot him with his M1 carbine
in exposed areas (arms, legs, etc). He then went back to reload, went up to the disabled officer
that was begging for his life, and double-tapped him in the head.
