It's a diesel engine. Emergency services are generally the last to adopt new or updated
technology, because they need to make sure it won't break down. Wasting fuel on old tech is more
desirable than letting someone die because the fuel efficient new thing failed en route.

This guy's on to it. Emergency vehicles are designed for emergency use, hence why it's fitted
with a snorkel, etc. As for the engine, you'd be surprised. Most diesels will quite happily run
completely underwater provided they sill have air and fuel. The ECU won't like it, that's for
sure, but it'll run for a bit. Older diesels will keep going even longer.
