I don't know what programs are used here, but I do know it's most likely a soft-body physics
simulation. Each breast has a mesh of point physics objects that deform the graphical model when
moved. They may also have bones in them to control overall direction but this technique was the
first one used for breast physics and may be outdated by now.
I just like playing "spot whenever something clips through the boobs."

I know that Maya has some decent rigid body physics simulation in it. But honestly, unless you're
doing something like game graphics where you need to push tons of animation out quickly and can
cut corners, you should just focus on being a good key frame animator.
Or so I've heard. I'm more on the technical side of things.
