The whore would need to check the ID of the buyer to verify his age before they get down to business (customer can cover his name on the ID if he wants to). Street corner prostitution would remain forbidden, you have to have a phone number/website/building (and the building must look normal from the outside). Agencies or brothels would need a permit to open, locations near public facilities or schools would be denied. tl;dr People claiming prostitution is a bad thing haven't really thought about it.
