A TAS is only cheating in the sense that you're exploiting the game's engine, and the inputs are faster than what a human could do. But try to understand what's going on. It's not just them entering in a gameshark code or whatever. They've reverse engineered how the engine works down to a frame by frame basis, and have discovered how to do insane things with it. The goal of a speedrun is to get through the game as quickly as possible using your skills and technical knowledge of the game in a standard setting. The goal of a TAS is to be frame-for-frame perfect and find a way through as fast as physically possible. They're usually not what would be called "fair," but they're not intended to display a person playing the game, only what is technically possible in the game.
