It really isn't hard.
Don't chase the cat around the board. Start on the edges of the map. Look for the least covered
side of the map and the cat will usually head for that side, so get to blocking that off first.
If not, no big deal. Do a checkerboard pattern on the sides, blocking every other spot. This
corrals the cat and you can predict where it's going to leave. Use extra turns to think ahead and
block off future exits the cat will take.
If you feel like you're only one step ahead of the cat at all times, there's a good chance you've
already lost.

Build a wall in the direction the cat is taking, but leave one blank.
Build the wall around and fill the blank at the last moment. You're now a few step ahead and the
cat will go for the nearest exit in your wall. Carry on closing it at the last moment to make it
waste steps and continuously look for another exit.

This game relies on a good starting board, and your ability to predict what edges the cat would
most likely follow.
A good board is 60% of the effort, and then you just mark the outside/potential escape roots and
you're done. Never click a spot right next to the kitty unless you absolutely have to.
