Mental patient was belligerent before even pulled over.
Cop protocol changes a lot for safety reasons, I'm pretty sure the unions started pushing for the

If you notice, the officer begs him to stop after he gets hit the first time and the vet begins
walking back to the vehicle. The officer then attempts to take another shot and misses.
The Vet then finishes him off.
As shitty as it is for the Cop to die, he really shouldn't have tried for another shot. It could
have saved his life.

The cop could have lived if he wanted to. He initiated that encounter and then chose to keep
pushing the guy, even after he brandished a goddamn assault rifle. He clearly valued his pride
more than his life.
Both parties would have been better off if the cop had just driven away instead of escalating
