  The police in that area are completely corrupt. They constantly and consistently shook down
  passers-by for cash after pulling them over on frivolous charges. The vet knew Dinkheller was
  going to try and steal money from him and decided he had enough.

  Admittedly he has a few screws loose, but you try surviving a forsaken hellhole of a war and then
  coming home thinking you're safe only to find out the cops are all after your wallet.
