In the military world, there are things called ROEs that define when it's okay to drop someone.
It happens often, but even then it's only after getting fired upon or clearly identifying a
badnik carrying around his gat.
Police, however, seem to be able to "justify" the killing of any civilian just as long as they
have "probable cause". He probably has it out for me, so I'll just kill him and get
administrative leave. After all, everyone is the enemy. I serve my boss and protect myself.

This is the key point.
If people aren't aware of this context, it looks like another retarded trigger happy cop shooting
up a completely innocent civilian who couldn't hear him and was listening to music.
When you understand that police were informed he was armed and dangerous, the fact that the guy
not only doesn't cooperate but also conveys his intent to disobey the officer's orders, and the
fact that he made a quick move to his waist where a concealed weapon (which the police had reason
to believe was there) could have been, you have to admit that the cop made the right decision.
It's a shame it happened, but the cop didn't do anything wrong.
If a person points a gun at you and tells you to put your hands up, you put your motherfucking
hands in the air and comply with what they say.
The number one thing you do not do is make a quick move that looks like you're trying to take out
a weapon.

this video followed them to the letter, as the later dismissals of the criminal and civil cases
against him demonstrated.
Cops aren't psychic, and follow their training, even if it looks like that training leads them to
kill someone you think didn't deserve to die. Rejecting this means you are demanding psychic
superpowers of the cops, and that will result in disappointment at best, and a police state at
worst... a REAL police state, not your metaphorical "waaah someone has to pay attention to me or
I'll call you a police state again" police state.
