I can beat it every time.

  Use the AI against itself.

Start by placing the circles far away from it, preferably in the most empty space (the space with
the least dark circles) Leave gaps between each one. Don't close off a gap until the cat is one
move away from escaping your trap. This will make the cat expend extra moves allowing you to plug
  up any potential escape points.

Build up your defenses in the direction it is heading and as I said before, don't close off it's
"escape" until it is one move away from doing so.

I did it on my first time.

  It's not that hard, man.

Yeah, the problem with the AI is that it uses a pathing algorithm that doesn't do proper game
theory weighting of path choice. For example, if the cat has 5 paths to exit through a 1-circle
gap or 200 paths to exit through a 5-circle gap, it still has an equal chance of choosing the
1-circle gap that will get it captured in nearly every game.

It would work better if the pathing was done via a generated tree that sieved out all paths
involving chosen dots, and was able to count and weight all elements in the parent steps.
