Use the AI against itself. Start by placing the circles far away from it, preferably in the most empty space (the space with the least dark circles) Leave gaps between each one. Don't close off a gap until the cat is one move away from escaping your trap. This will make the cat expend extra moves allowing you to plug up any potential escape points. For example, if the cat has 5 paths to exit through a 1-circle gap or 200 paths to exit through a 5-circle gap, it still has an equal chance of choosing the 1-circle gap that will get it captured in nearly every game.
