I mean, a full length movie in under 9 MB, you can still tell what it is AND it has sound. Allowing even triple the filesize would go a long way toward improving the quality while keeping it "bite-sized". Try encoding a video with a large keyframe interval (say, x264 and keyint=250:min-keyint=200) and low bitrate.
