It's pretty impressive when you think about it. I mean, a full length movie in under 9 MB, you
can still tell what it is AND it has sound. Allowing even triple the filesize would go a long way
toward improving the quality while keeping it "bite-sized".
I would totally start actively collecting such media just for the hell of it, and it would be
cheap as fuck to do (in terms of space usage - you could easily fit a decade's worth of movies on
a single blu-ray).

we keep trying to make bigger storage but by shrinking file size like this movie, and how a 10 gb
file can be compressed to 2 gb, we won't need so much space.

is there a way to use this frame-to-frame compression (don't know how it's called) where e.g.
frame 2 is stored as simply the changes to frame 1 and not as a whole image
while not using that small resolution and blur compression
because it looks like their faces get mashed around in a funny way and i'd like to see it in a

They're called I-frames and P-frames. Try encoding a video with a large keyframe interval (say,
x264 and keyint=250:min-keyint=200) and low bitrate. I suggest ffmpeg, some sort of encoding
guide for H.264 here: https://trac.ffmpeg.org/wiki/Encode/H.264
You can also amuse yourself with reddit's brokengifs if that's your thing.
