Well step 1 to making them is getting Flash. None of that "video to swf converter" shit. After
that you should learn actionscript. If you know any other c-style languages it shouldn't take
more than a day or two to get the basics down.
What sort of flashes are you looking for? "good" is kind of vague.

For looping well there's sound.play(0, int.MAX_VALUE) which lets the sound loop independently of
the timeline, rather than pausing for sync with video, which is what a lot of sloppily thrown
together flashes run into. For doing anything interactive, I usually try to separate the concept
into basic components, and then dig around in the actionscript docs and on google to find classes
and methods that fulfill those needs. Then I'll make a project for each of those individual
components, to get acquainted with how they work and to iron out any bugs, and then I'll
incorporate them into the final work. For instance, if you're doing a thing with lines that move
based on mouse movement, you'd make a project for detecting mouse movement, a project for drawing
lines, and a project for moving objects before putting them all together.

Also, a lot of optimization in flash comes from knowing what you're working with ahead of time.
Need to portray a 3D object? If you already know what angle it'll be seen from, make it a couple
of 2D objects from the right perspectives. Need to sync something to the beat of the music? Don't
try to detect it by analyzing the sound spectrum; you already know what music is playing, so just
get the soundposition instead.

Probably; don't know any off the top of my head though. I found it easy enough to get into
without needing a tutorial. The docs are pretty self-explanatory for the most part. That said,
pretty much all of what I do is coding. If you're going to be doing proper animation it might be
different.

My long post was too long to post apparently, so I'll try to summarise what I wanted to say in a
few keypoints:
-If you're interested in making your own music loops, you can check out Cubase, Ableton,
Propellerhead's Reason, or FrootyLoops. (The former is more like ProTools, but the rest are more
for loop stuff).
Skill in remixing stuff is basically just "play by ear and use what sounds good" which is
essentially how a lot of the production side of the music industry works to be honest. Music
production is mostly just a lot of time consuming repetition, playing the same small section of
song over and over as you make adjustments to EQ, cutoff filters, fades, splices, redrawing
waveforms to make sure shit doesn't pop, etc.
