Second all the public nuclear fallout shelters in the state have been decommissioned (although several signs remain around the basements of the University of Colorado buildings in Boulder).

However, most of them are just full of junk thats in permanent storage... Kind of a failure on behalf of the government to let that happen, if you needed one you would have days of clearing out junk and sanitizing the place since it would be full of insects and rodents. Even sitting in your car with the windows up will keep you protected from a large amount of radiation. Its not a long term solution, but the general public is fairly safe in most situations as long as panic and exposure is limited.
