if you're serious about making these (and this is good) invest in a Creative Cloud subscription
to Flash. It's pretty cheap, far more affordable than the old CS plan.
Then you can do it the best way you can.
ALWAYS use teh highest resolution sources, and dither down later in the final encoding.
You start with compressed sources, and the artifacts will propagate to the end product.
