In theory all observers would see the black hole sucking everything in, torn apart, and generally
disassembled, whilst all those that were being smeared around this tasty black hole would not
even feel it and wouldn't realise what was happening. So a webcam that close to the event
horizon, given it was still somehow powered and sending images, would see the room swirling and
possibly see parts of itself in the matter ring forming around the center of the hole.
This takes into account the possiblity of a black hole forming on Earth, which in and of itself
is borderline scientifically unsound, and if one could even form it would not be able to
stabilise long enough to support growth or extended destruction of the matter and light around it.

What if the world really did end a year ago, but as we're being sucked into the black hole it has
accelerated time in such a way that from our perspective we're living our lives as normal, being
drawn into the singularity at such a slow rate that we don't notice it happening? Whereas an
outside observer would have seen the entire planet disappear in the fraction of a second one year
ago.
