I bet it is. Straight-line walls of arbitrary thinness can be constructed that will fence the cat
if the cat is distant enough. They can be filled in as the cat approaches.But as the distance of
the cat from the wall increases by one space, the wall can be safe with half as many spots.
For example, this wall is safe until the cat reaches a danger spot marked c: (imagine the wall
extends in both directions indefinitely)

and on this wall, if the cat reaches a spot marked d you're dead, but you're safe until the cat
reaches a c:

so if the cat moves one space away, the wall needs only half as many spots to be safe.
That's a very sloppy proof, but I'm pretty sure it works.

The trick to beating the cat is to not block it but heard it by creating walls way ahead of its
advance with 1 hole to make it waste time then on the last possible move close it and heard it to
a new hole, rinse and repeat till you can box it in.
More starting blocks makes this easier.
