Sure you can do cat & mouse rules, but for the most part, a lot of it (and most of the fun, in my opinion) is the impromptu-ness of it. "These guys are having fun and I want to join them" kind of mentality. Notice that they're really not pushing themselves like they would if they were competing against one another. You look at it, and you can still see there's still a lot of safe room for error. They're by no means any of them driving their cars at 10/10ths. Hell, you can hear the camera car letting off the throttle repeatedly.
