You're right, games can't just be randomly generated.
Someone has to physically draw out the elements of the UI/HUD and put them together for starters.
They also need to animate those elements as well - such as the fluid inside the syringe and even
the syringe itself - all has to be animated.
There's no program that can animate and put together these elements.
The only thing that "may" be possible is the auto creation of vector art - as that is all
mathematical calculation.
But even then, you're looking at hundreds of pages of mathematical equations.
No one in their right mind would go to all that effort when they could just draw it lol
