Erm, you can use RAW in flash publish settings, it will not fuck with the input format. Use whatever "lossless" codec you like and let the user worry about host codecs for playback. Your other options are to let Flash transcode the audiostream to MP3 (or feed it one... yuck) or fuss with the .wav and other format settings.
