They made them all separate so that someone who took the time to go find and download the free swf
could download new chars.

The characters are split into separate files because having everything in one big swf made it too
large in filezize to post it on the chan where it was being worked on. Previously, they kept adding
characters and stuff, compressing everything as much as possible, and when people requested new
things they would get a resounding "no, it would make the file too big." Finally someone just said
fuck it and made it multiple files. In the process they also made it highly mod-able.
tl;dr its cuz an old website hasn't increase its file size limits since forever

They split them all into separate files because having everything in one big swf would be too
