It isn't considered normal in the show, it is the 'unique' characteristic of the wind spirit, the
sylph called 'Sylphie.'
The character behaves this way because she is an air spirit (air spirit, air-headed; get it?)
It's just a regular trope to create a 1 dimensional character for comedy.
In a series where most of the other characters are stoic or otherwise corrupted in some form (the
pervert cat, thug sheep, hot-head mouse, etc.), Sylphie is meant to be a simple, less-violent
source of physical comedy.
Her actions are not meant to be taken as normal, they are meant to be funny. The characters in
the show do not react in this way because it is the audience's choice to laugh or not and they
don't need to add a laugh-track to indicate when they are trying to make a joke.
Or maybe they do because overall the show wasn't particularly funny.
In any case now you can see that it isn't cancer, just a relatively weak joke taken out of
context and not a 'moe' scene meant to be taken straight as 'normal' behavior.

You cannot put all the blame on the show's creators, since it was an adaptation of a currently
running novel series.
Basing the series off the source material available at the time, it is incomplete, but also
somewhat rooted in the author's original creations. The animators aren't going to pull anything
too drastic when it comes to adapting a script, so the characters will still act the same way
mostly and often have dialogue taken straight from the pages.
I have not personally read the series to vouch for this particular instance, but there is a
decent chance that such a joke could've been directly taken from the author's novel, not
something their script writers would come up with themselves.
