Memes aside, it's a problem with a recent update to windows.
It causes a corrupt data file for some people when it extracts itself to system 32.
if you click on my computer, then click on C: and then to windows you should see "system 32".
delete this folder, it may pop up some administrative prompts but ignore them.
if you did this right windows should automatically re-download the sys32 update.
Make sure you have automatic updates on.
if all else fails install gentoo and mcafee security suit as you may have a virus.
