At the cost of a very, very few deaths and a lot of terror, children obeyed and parents took disciplining very seriously (even shitty parents that actually want their kids to die are extremely rare, and the law required the elders to verify it). It might be a reasonable law for a very small tightly knit society, if you value peace far more than personal freedom. Of course anyone trying to enact this law in a society of many millions of diverse people would be insane. Trying this law would lead to a huge number of meaningless deaths and a lynch mob in any American or European city. Or just about anywhere.
