That's definitely half of it. This is obviously wartime propaganda, so the US would want the
troops to believe that they were fighting against barbarians to increase morale.
Despite this I think it actually does a good job of depicting japan pre-war. A confusing
amalgamation of progress and tradition.

Yes, propaganda doesn't have to mean it's not true.
Know Your Enemy from 1944 is absolutely propaganda but it doesn't lie. Japan was worse than
Germany in those days, hard to believe it's the same country today.
