I downloaded it but how do you get it to work loading the swf in it loads PPPU with a GUI for
creation that doesn't seem to work

Haven't downloaded it in a while, but as I recall, you need all the files extracted into a
directory, then run it with the standalone flash player.

First make sure you have the program and what ever character and music packs you want to use
extracted to the same folder.
Next, you need to change the ModsList.txt file to include the files you want to use. Just the SWF
files for each character. The readme's will tell you what format your need to use.
Then run the PPPPUXI.swf.
You may need to use a standalone flash player, it doesn't always work in browsers.
