web browsers use a system to add "plugins" to the browser,
Late 90's early 2000s there were dozens of these plugins but right now flash is one of the last
dominoes to fall.
this system is going to be removed from web browsers the second flash support is dropped.
Mozilla and google have been very eager to do this
so you will also need to replace this system and make addons for web browsers so you can use it.

you will still need to be able to use flash.
and you can only guarantee an Swf player on whatever system you are unseeing in 2020 and onward.
for phones you may as well develop your own browser for flash as part of the project
