I'd try my hand if I knew a good place to pirate a recent version of Flash. There's also the newer
Adobe Animate, I don't know if it had any functionality removed. The torrents I find don't look
very reputed or trustworthy.

Opensource tools such: FlashDevelop, Apache Flex, FFdec, CrossBridge, Swftools etc. should be
enough for you.
You can even write it in C and recompile into AS bytecode but it another story.

Not for the art they won't be. Nothing will be better for making flash vector art than _the_ flash
application. Flashdevelop is amazing if you're doing code-only, but if you're endgame is high
quality vector flash animations, you need Adobe.
