  If you mean an actual flash:

  If by video you mean an actual video file (mp4/flv,etc) embedded in a flash file, then you can
  also use this . Videorips are kinda looked down here though since
  they're not proper "flash files", but whatever, as long as you don't call it OC it's fine

  I don't see it mention whether it exports to .swf or not. It looks like a pure animation software
  as well so it would lack actionscript.
