This discounts technological innovations making such reductions more efficient, investment in renewable energy being a huge gain for the economy (see China's multi-hundred-billion-dollar renewable investment plan), and the fact that virtually no country uses carbon taxes in the first place precisely because they're economically inefficient - emissions trading schemes are far more popular. Overall, I'd say he's talking out his ass.
