I heard that VLC improved a lot a few years back and this doesn't happen anymore, but enough of

If your computer is not fast enough, and the next frame cannot be decoded in time, what should
the player do? Wait for the frame (multiple milliseconds?!?) AND PLAY SLOWER??
VLC proudly chooses to keep the momentum of the video going and will not let such setbacks get it
down. If a frame is not ready, VLC throws it away since it was probably weak anyway and not fit
for your consumption. This ad-hoc reinterpretation of the art makes each viewing unique,
inspiring experience that other sterile video players will never be able to replicate.

Probably. I haven't really seen it happen in years and I haven't changed my hardware. If it still
happens it's because someone has a shit CPU or the video uses some obscure and highly aggressive
compression.

This only happens to me when my GPU runs out of memory for large video files, which happens more
these days since it only has 256mb of memory lol
Most of the time I can skirt around it though by changing the windows theme to classic which
frees up 30mb of vram

it probably has but anime playback can still be troublesome especially since there are so many
releases optimized by top autists. for anime i use mpv, personally. i've had the distortion
problem with vlc in the past when i watch anime.
