I mean if you want to make a gif just screencap the video frame by frame, then put them in the photoshop timeline, crop the smoke and make a gif out of it. Then, in flash, put one whole picture in a layer, then make another layer on top of it where you create a movie clip (I hope you did your homework) and put the gif inside that movieclip that you then position over the rest of the picture so that it lines up
