Original filename of this is creepy-tyan_running.swf so I guess "Creepy-tan"? tyan was a
misspelling.
Creepy-tan seems to be a "corrupt version" of 2ch-tan, the mascot of 2ch.ru. That URL doesn't work
today but maybe 2ch.hk is the same site, or at least a spiritual successor. The original site and
character is from before 2010 sometime, there's a lot of non-English chan culture I don't know
about. Looks like Creepy-tan has a regular face but I found this nice image with Creepy-tan as
2ch-tan's reflection.

In January 2009, the largest Russian imageboard “Dvach” (2ch.ru) was closed, (possibly due to
pressure from the FSB on the administration, possibly for CP, but administrator himself said that
he was simply tired), however , the domain 2ch.ru still (2020) belongs to the administrator of the
original Dvach. Mascot of 2ch.ru was Dvach-chan - a pioneer (soviet scout) and rebel.
A little later, in 2009, another administrator, under the nickname SkySensei, opens the 2-ch.ru
imageboard, under the pretext of "Dvach’s revival", however, his imageboard was different from the
original Dvach for the better - there was moderation / b /, VIP-whores and stuff. Mascot 2-ch.ru
("Tirech", "Dvatirech") was Creepy-chan - "rebelled from the dead" Dvach-chan. Therefore, she has
blue skin, and she runs against the background of graves.
Later, the administrator of 2-ch.ru sold his website to Nariman Namazov, who is the current admin
of modern 2ch (2ch.hk, soscah, harkach). The imageboard changed its domains to 2ch.so, then 2ch.ec,
and finally became 2ch.hk (hk - hikkikomori), but it no longer has any basic mascot.
Modern Dvach, according to the Oldfags, does not have a relationship with “that Dvach”, which
existed from 2006-2009, this is Dvatirech’s receiver (2-ch.ru).
Modern imageboard "2ch.hk" was under a DDoS attack, after which help in the form of hosting came
from the side of Mail.ru Group, owned by the pro-goverment oligarch Alisher Usmanov who was
struggling with the Russian opposition Alexei Navalny. That is, in fact, modern 2ch.hk today
belongs to the state, Putin's power. It is as if 4chan belonged to Trump, lol.
In Russia there are also other image boards - anime iichan.hk, for example, or lolifox.cc.

Thank you for that interesting history, comrade. I wouldn't be surprised if 4chan "belongs to
Trump" in a way, meaning FBI/CIA have access to the 4chan database and can look up poster IPs at
will.
At least, it would be a little gullible to think it's completely impossible. They can request such
info after all so it would have been easier for moot if he just gave them the ability to look it up
themselves whenever they wanted to. Let's not forget that guy that posted a stadium bomb threat as
a joke on 4chan and then got a visit by FBI.

Ok I looked up that particular case, that guy just turned himself over. It happened in 2006, holy
shit time goes by so fast. But there have been other times when 4chan have handed out the IP.
