This song by Paula Abdul called Straight Up, I could have sworn I've heard it in an old video
game, does anyone know if it was or not?

I would understand how you got that impression, OP – this song is epitomal of the 80's electronic
  sound.
I highly doubt that this song was created for a video game. It features a lot of 16- and 32-bit
sounds, but no video game that I know of features this song.

In fact, parts of the song kind of remind me of Sonic Spinball, and some other ambiguous game.

Same here, song definitely sounds like something you'd hear in a Sonic game, or any other games
  for the Sega Genesis.

No, it just sounds similar to some levels in Sonic. Huh, I never realized that before.
