In any case, once again, delays won't change much if there are no new contributions. That's why it's placebo, because in the end, you will still see the same stale content over and over again. Also, abusing delays is very easy, all you have to do is add a null byte at the end of the file to bypass the filter. tl;dr: it's all about new content and the community. Increased delays won't bring new contributions.
