It's hard to extrapolate the exact problems from 'it's meh'. People should not expect the same level of extremity in minis as in full flashes. They are not intended to compete with them in terms of volume & variety of content. And again, they do not stop any character from having their own full flash. Some really good characters won't see a full flash for a while, so the minis are there to tide people over until they do.

They exist so that there is content in between the major games which now take a lot longer than a single month to complete. And it must be stressed again, they are not intended to replace full games in any sense. If a character is used in a mini, they can still have a full game made of them, and it does not detract from their chances at all.
