You need to be "wet" for the loli; visit the Lake, by dogtown, and collect/use some Wet Rags.
Note that in addition to Dry Sand, you have the option to use Cat's Meow on her later as well.
There are two sets of options with regards to the mistress; the first is using a fruit, using 3x
