Emergency vehicles are designed for emergency use, hence why it's fitted with a snorkel, etc. As for the engine, you'd be surprised. Most diesels will quite happily run completely underwater provided they sill have air and fuel. The ECU won't like it, that's for sure, but it'll run for a bit. Older diesels will keep going even longer.
