  For a lot of people, physical contact is a VERY intimate thing that you can't share with anybody.
  If you find this kind of light contact to be no big deal, try to imagine the stranger was trying
  to hug you instead, to get the idea.

  Given, the reporter could have used a bit more tact. But this touchy guy doesn't seem to
  understand the concept of boundaries, he's stepping way beyond the line despite being told not
  to, probably convinced that his mindset of "everyone likes physical contact even if they deny it"
  is an absolute truth. What a self-centered douche.

  Repeatedly touching somebody or getting too close in a manner that isn't part of the local
  etiquette IS too much, because in that context, it's overstepping boundaries.
